So these card recently became available in my country and the nitro+ is 20 $ more than the platinum is it worth the 20 $? I dont plan to oc and i would like to save some money to upgrade my ram to 16gb and i do care about the looms of the card i need your aopinions about the performance and the looks pls help

Yes it is, the platinum features a basic blower style cooler with poor temps.
Save up a little bit and get both 16GB of RAM and the Nitro+ graphics card if you can, only about $30 more to your budget. ;)
What country do you live in and what retailer are you using?

i already have 8gb of ram but i have to sell it since they are not available in my country anymore ( Geil veloce 8gb 1600mhz )
and 16gb of ram is about 80$ in my country ( Algeria ) i dont plan on oc and my case has very good airflow
i can afford both of the ram and the nitro+ but i have to wait and save some money, that can take a week or two and im afraid if they get sold because ppl are so interesting on buying these gpu's in my country..
