i have a good heatsink for each CPU but the fans not speed up dell have a prog make test for pc i test it and loaded all cpus and fans speed up make the temp 66c that make me to know that fans not speed up in render there is a thing shoud make it to make it speed up

Are the wires colored or are they all black?
If they're colored, cut the blue wire. It will make the fan run at high speed all the time.

Well, it's obvious that your fans are not responding correctly to the PWM signal... I would cut the PWM wire.
As far as shortening the life of the fan, yes. But by the time the fan fails, you will probably have already been considering a more optimized heatsink.
