Stuttering without no clue why

I bought a pre-built pc (please don't comment on that , I checked up all the specs before hand and there wasn't any other way to build the exact same pc without throwing 200 bucks over what I bought) Windows 7 Ultimate 64 bit.
Specs
Asrock 970m pro3 1.6
Amd FX 8300 stock speeds, with turbo enabled
Gtx 960 gigabyte windforce x2 4gb
Kingston 16 gb of ddr3 1600mhz (x2 sticks of 8 gbs)
Toshiba DT01ACA100 1tb hard drive
Temps are a bit confusing as I never reach above 45 degrees on the video card and 40 on the CPU , but I have 4 fans excluding the cpu cooler and videocard's fans ,so I presume that normal? (This is my first gaming rid , so I really don't know) I run mostly everything at max settings and achieve 60 fps no problem ,but for some reason It just doesn't feel like 60 fps . There are micro stutters or the fps just feels like nothing more than 30-35 fps. What could cause this?
 
Turbo messes up a lot of games since the main thread will run faster then the rest of the threads,get into bios disable turbo and any energy saving settings and test again.

You should really consider overclocking the 8300 since it's a really slow cpu.

Already disabled everything regarding energy saving. I tried with and without the turbo and I still get the stuttering. I'm kind of In the deep right now. I don't know If I can overclock the cpu without voiding the warranty . I'm not a professional hardware guru , but I do know quite a lot. I've contacted the company about that ,but I didn't get a straight answer , they just told me that I shouldn't consider It because of the stock cooler . Although the temps , I'm getting at the moment I think I should be pretty safe.
