Will two XEON E5-2683 v3 (2X14 cores) run faster than one E5-2699 v4 (22 Cores)?

I am considering to build a workstation for Maya, 3ds MAX and vRay which will be benefited from having CPU with many cores. I am thinking if I should use the latest E5 2699v4 (22 cores) or the previous generation 2683 v3 (2 CPUs = 28 cores). Will the 2-CPU setup be faster than the 1-CPU setup even it is previous generation? Many thanks!
