Make someone go to a specific website whenever they connect to my internet?

I just purchased a Netgear DST router, and was wondering if I could replicate the feature you see at most hotels. As in, when you connect to the wifi/internet, you are immediately redirected to a webpage where you can do a number of things such as: Enter a Username and a password (So i could log WHO connects to my internet), pay a fee, or just a welcome page.

i believe that is more a server type feature and not a router one. the router let's anyone connect but until you log in from the start page (ie the server) you don't get actual net access.

have to look into it more but i'm pretty sure this is a server feature.

Solution
The feature you want is called captive portal. There are a number of ways to implement it mostly with servers or firewalls. I have seen consumer routers loaded with third party firmware like dd-wrt that have part of the implementation but they still need a external server. I don't think your router supports dd-wrt but you would have to check.
