Well, my first recommendation would be to get a RX480, maybe a Red Devil being really good custom board. The 970 is old news now..
Second try getting the Z170 Extreme 4+, excellent board, pretty packed with features and awesome mobo if you want to play with overclock.

A lot of that hardware is old now. You should be going for at least a 1070 / 1080. The BD-R drive and network adapter are things that are not necessary. And I would not purchase a Revodrive - if you're getting an SSD get at least a Samsung 50 Evo. What is your budget?

But the samsung 50 Evo is a SATA 3?

I chose my SSD based the fact that it was PCIe??

which parts would you recommend and why?

Im not sure exactly how people overclock a PC?g thats why i I chose my parts based on non-overclocking, thats why i chose the i7 6700K which has a high base clock, i dont even know how the motherboard contributes to overclocking?

Could you explain the risks and benefits of overclocking and how exactly one overclocks?

and what parts would you recommend i change and why?

The Z170 Extreme 4+ uses SATA Express ports? But PCIe ports are better, aren't they? due to them having a higher transfer speed?
