The only time you find a desktop CPU in a mobile device is from Boutique companies. Intel has no legal requirement to warranty a desktop processor installed in a laptop, as that's not the intended purpose. Intel manufactures CPUs specifically for mobile devices. In fact, all of Intel's current mobile processors are BGA processors, whereas their desktop processors are LGA or BGA depending on the specific series.

Ideally, you want to stay at or below 75C on an Intel desktop processor at 100% load.
Did Intel say that? Or is that just what people make up?
If a CPU can run up to 100C, I'd have no problem doing so. Do you know how reliable our CPUs are? You just never hear of CPU failures, like ever. A CPU should be outdated and too slow long before it ever dies.
Actually, I had a Pentium P6200 fail and it was plenty fast enough to run Ubuntu 15.10 still....lol
