computer scrolls by itself ( internet ok )

my computer scrolls by it self .... just the computer not the internet .... web pages are fine .... if i go to uninstall a program it will just scroll down the the bottom .... i pull it back up scrolls right back down .... took batteries out of the key board and mouse .... still does it .... lost to what could be causing it to happen ....

Dell XP .... Windows 7 .... I solved the issue I think .... Not doing it anymore ....

First I took it Apart Cleaned all the inches of dust in it .... ( OMG the dust ) .... as I was cleaning it I noticed a wireless USB Incert in the back Of the Computer .... Most likely from old Mouse .... Or Key Board .... Took it out .... Reassembled .... Turned on Problem Solved .... ( Sometimes the simple stuff makes us crazy )

But I thank you people for all the Insite you have Given .... And I Can't wait to give back ....

Sorry I don't understand changing the mouse .... I took the batteries out still does it .... are you taking about changing the mouse as in buy a new one .... it's only the computer not the internet the mouse works fine as it should on the internet .
just computer side .... Volume , uninstall programs , anything that you have to scroll down on it wants to just go to the bottom of the list .... Again it's just the computer not Internet ....

if it is okay on the internet and not good on the desktop so there might be a virus or try reinstalling the win

What virus would cause this thing to happen .... I have done many scans .... Nothing .... Did a search for viruses that cause this issue .... nothing
