What's the difference between 11-12-A1, 11-11-B1, 11-12-B1, and 351 vs 451 ...

None of those 3 are ECC. I'm looking on eBay at those 3 different types, they're all about the same price. What does the 351 vs the 451 mean. What's the difference between 11-12-A1, 11-11-B1, 11-12-B1, what is A1 Vs B1 ...

As you said the #'s: 11-11, 11-12 are related to the CL-rating ...

The model number suggests they are unbuffered, and yet the description for two of them in your post is "ECC".
You have to be very careful with product descriptions on ebay.
Any timing difference between different DDR3-1600 dimms is going to make very little difference to performance.

List those links, here are 2 very good links, that I just found. It appears that A1-451 is single rank and B1-351 is Dual rank, both are 1600mhz, CL-11, non-ECC. I will also be looking for those eBay pages again, to check if they had A1 listed as single rank and B1 listed as dual rank on the DIMM labels ... I will also see if they had the DIMMs listed as ECC, non-ECC, and why I wrote here, ECC and not non-ECC ...

Single rank memory is better.
There is a performance penalty when using dual rank memory if there are multiple dimms per channel.
