Phenom ii x4 965 slower than it should

So i have this Processor, not overclocked, at the default settings, but when i monitored the speeds i noticed it wont go past 800mhz, not even in stress test, so i checked the bios and it obviously was disabled for manual speeds, but when I enabled it it was only running at x8 1600mhz at 1.55v! And something like Nifb at x4 800mhz
I don't know about this, and it's not like im looking for overclocking, I just want it to run at stock speed at least ):

Go into your BIOS again and find the "load optimized defaults" button. It should be in the exit screen. This will revert everything back to normal.

If you have an ASUS or MSI motherboard, make sure you don't have the "slow mode" switch on.

Always list your specs when asking for help. Nobody knows what kind of components you have and it's harder to help you.
