PC won't POST, comes on and restarts several times.

I've been having a problem with the new PC I've built and would appreciate any help you guys could provide. Basically, it starts up then shuts off only to restart again, but for some reason after the third restart it stays on. It doesn't POST and there are no beeping or error codes displayed. Really, the only reason I know it's "ON" is that the power light on the on board power button is lit and the CPU fan is working as is the Power supply fan.

To eliminate all possible variables I've taken the motherboard out of the case and set it on a table with just the CPU, heat sink and fan, power supply, and RAM. I've gone through all the steps in the sticky post check list and still no go. Below are my specs and all the things I've done so far.

Intel Core i5-6600K
GIGABYTE G1 Gaming GA-Z170X-Gaming 7
Cooler Master Hyper 212 EVO - CPU Cooler
CORSAIR RMx Series RM750X 750W
G.SKILL Ripjaws V Series 32GB (2 x 16GB) 288-Pin DDR4 2400

-I've made sure the 24 pin motherboard and 8 pin CPU power connectors are secure
-I've re seated the CPU and heat sink several times
-I've tried a stick of different branded RAM to see if that was the problem, going so far as to try every slot.

Right now it seems to me that it could only be the CPU, power supply, or motherboard (I mean, what else is there?). I don't think it's the motherboard because this is actually my second one, I had to RMA the first one because it had bent pins. I thought that was the problem and this new one has pins that are fine, but I guess I could be pretty unlucky.

I'm going to a nearby computer repair place and I'm going to try using another power supply. If it works, then I have my answer; If not then I'll see if they'll let me put my CPU into a working motherboard to see if it works. The place isn't open until Monday but it's driving me crazy and I think I've been pretty thorough, but I still would like to see what you all thought. I've build several systems throughout the years and this has easily been the most frustrating experience I've had. Thanks in advance for any help you can provide.

With just the 24 pin connector attached, yes the case fan spins up. When the motherboard was still in the case with everything still attached all the case fans would spin up.

The debug LED is supposed to show several codes during the boot up process, but it shows nothing. Not only that but I can take the CPU out of the socket and it changes nothing, just starts up and shuts down several times.

Just a quick update, turns out it was the PSU. All it took was swapping it out and it booted. I must just be really unlucky. I've RMA'd it and now it's time to play the waiting game.
