GPU fans acting weird

A little while after I overclocked my EVGA GTX 970 SC(+100 on the core clock and +200 on the memory clock, pretty small amounts) my GPU fan behavior changed(maybe it was after I shutdown my computer and turned it on the next morning? Can't remember).

If open a graphically intensive application (any video game like overwatch or LoL) my GPU fans get really loud. The GPU temps when under load sits around 45-50 degrees Celsius, whilst before this weird fan stuff my GPU temps usually sat around 70-75 degrees Celsius. I tried using MSI afterburner to tone down the GPU fans. The fans stay loud and at this high speed until I turn off the computer to restart it. After this happened I reverted the overclock, thinking that might be the cause, but it had no effect.

Afterburner says that my fan speed is at 0%, clearly not true. What can I do to get my fans back to normal?

Solution
there's a possibility that the mild overclock is just generating much more heat than you anticipated. then the fans would be spinning up faster/louder to compensate.

but, with all fans showing 0%:

try opening Afterburner Settings, the gear icon i have circle in the image. open the second tab labeled "Fan", the added image on the right.

if this is unavailable then you probably have another program controlling your GPU fan and Afterburner has no access. probably the same issue with NCP.

do you have a custom profile with SpeedFan setup? it usually has an option for adding your GPU fans though the way they are labeled it can be hard to tell which fans you are controlling.
are you using any motherboard...

Here is the img of afterburner: http://imgur.com/a/zjM5j
My fan settings in Nvidia Control Panel set the fan to 0%, yet it's still running. Tried changing the fan settings but nothing changes

are you using any motherboard manufacturer or EVGA control software that also has OC or fan profile options?

i would first try uninstalling Afterburner and all of the Nvidia software. then reinstall Nvidia drivers & NCP, and Afterburner last.
