Desperate for help. Screen tearing when scrolling, watching videos, playing games.

I am in desperate need of some help. I have tried everything I can think of but am coming up empty handed. I am getting constant screen tearing in the same vertical and horizontal spots when I am scrolling through web pages, playing any kind of video (YouTube, Hulu, etc.), and when playing video games (World of Warcraft).

The issues started a couple months ago and I thought it was my graphics card, which was a EVGA 780. I purchased a Asus Strix GTX 1070 last month and much to my dismay the issues were still happening. I run two monitors and at the time I had two Asus 60Hz monitors. After replacing the graphics card I bought a new Asus 144Hz monitor in hopes that it would fix the problem and it didn't. What is interesting is that this screen tearing only happens on the primary monitor and not the second monitor. I also tried replacing the cables to both monitors and it has not changed.

Since nothing seemed to really be working and I felt it was time for an upgrade anyway, I decided that I would do a new build. Built the computer yesterday and much to my dismay it is still occurring.

New computer specs:
CPU: Intel Core i7 6800k
Motherboard: Asus x99 Deluxe ii
Memory: Corsair Vengence LPX 3000 32GB
GPU: Asus Strix GTX 1070
Heatsink: Corsair H115i
Storage: Samsung Pro 512GB SSD
Power Supply: EVGA Supernova 850W P2
Operating System: Windows 7

Everything in my new build was purchased brand new within the last two weeks with the exception of my graphics card which was purchase last month and was temporarily in my old rig.

These are the things I have tried:

-Setting both monitors to the same refresh rate
-Making my second monitor the "first" monitor since the problem wasn't happening on the second monitor. The problem persisted on the same primary monitor.
-Changing the themes in Windows 7 (I read something about turning Areo on and off in some forums)
-Changing the screen resolution and aspect ratios in NVIDIA settings
-Making sure all drivers are up to date
-Disconnecting the second monitor
-Changing the cables, HDMI and DVI
-On board video is not enabled

I have honestly tried so many things that I can't remember them all. I will try anything, if anyone can help me I would really appreciate it.
