How much of bottleneck would I get?

My current system is:
Intel I5 4590 3.3ghz
Geforce GTX650 TI boost 2xwindforce 2GB
8GB RAM
generic power supply 550W
H97 pro gaming motherboard

This system worked well for the past 2 years.

I would like to upgrade my system by adding another 8GB ram + new GPU(GTX 1060)
Would my system get bottlenecked hard? does my current power supply enough for it?
I dont have high budget cooling system, though my system is about 60-70 celsius at peak. Should I buy stronger cooling system too?

The system requirement of that graphics card is "400W or greater power supply.
PCI Express, PCI Express 2.0 or PCI Express 3.0 compliant motherboard with one graphics slot".

So , I think you will be OK. But there is the possibility that your generic power supply no longer has a 550 watt output. Just keep an eye on the performance of the graphics card. It may need to be replaced.

The CPU should not be an issue either.

GTX 1060 is very cool running card so you should have no problems on that front, also that PSU should be fine for it. Your CPU chouldn't be a bottleneck for that GPU either so you are good to go with your planned upgrade. Better cooling never hurts but looking at your system setup you propably don't need it though.
