Certain programs knocking off my internet

So first off i'm not exactly sure if this is the right place to post this. Sorry if that is the case.

For about a month or so I've been having internet issues with it randomly dropping out and trying to reconnect. it happens so regularly that normal internet browsing / online game becomes impossible. It does re-connect and sometimes it takes ages to but it will drop off again fairly fast.

After ages of trying to find what devices was causing the the problem I found out it was a PC. I noticed that it happened when certain programs tried to access the internet like when a game tries to connect to the internet on steam, discord and even premiere pro. (probably trying to access updates) I couldn't figure out why this was happening and even had my internet providers send out people to try and fix the issue. I've since had them replace the hub, switched to a different ethernet cord, tried wireless and even completely reset my PC and installed windows fresh. I'm still having this problem and I could really use some help to fix it.

I'm not sure what info to post but I'm using
BT hub,
StarTech ethernet adapter,
win 7 OS.
 
You have to be more specific what "dropping off" actually means, and survey your environment when this happens.

Do you get any error messages or the PC just freezes? What does Task Manager tells you (Network xfer rate) when this happens? Any red light on the modem when this happens? Are there any other active devices in the house when this happens? Is your little brother downloading a big file?
