I have been having this issue especially when I restart the computer. I have reset my bios to default setting and reinstalled a clean version of Windows 7 and Windows 10 (I'm back on Windows 7). It will start up normally if I turn off the computer and wait 5-10 mins but I often need to restart my computers for software, updates, etc... So this is quite a pain...
Screen, mouse, keyboard etc... Won't turn on if I don't do a hardware reset before turning on my computer

Could be a power supply issue, maybe failing BIOS battery. Need some details about the system including power supply brand and model.
