Is my I5 6600k underperforming in gaming?

My I5 6600k 4.2 ghz OC is bottlenecking my gpu in witcher 3 giving me 50-60 fps in novigrad and cpu has a load of 100% meanwhile my gpu sits at 60% load i turned every graphical setting down so my gpu doesn't has high usage. Is my cpu performing as it should?

Edit: My psu is Nzxt Hale82 V2 700w Full Modular 80 Plus Bronze
And my Gpu is gtx 970

When i turn my settings to maximun i get 95%-100% cpu and 80% gpu. I'm playing in 1080p

Witcher 3 is a very CPU intensive game especially when you're in a big city like Novigrad.

I have i7 6700 + GTX 970 and I've seen 97% CPU usage in Novigrad so even modern i7 can barely maintain 60 FPS. Try reducing the number of background characters so there won't be so many NPC:s to calculate.
