Hard Drive Running Very Slowly

Hey there guys, for a while now my HDD has been running very strangely slowly and I'm not sure what the cause of this could be. Whenever downloading games through Steam the download is always bottle necked by the disk speed, despite the fact that I bought a new disk earlier this year and haven't had a problem previously.

My disk usage seems to go up to a maximum of 10MB/s which windows claims to be "100%" disk usage.

The disk I'm using is the st4000dx001 Seagate 4TB SSHD, the drivers are up to date.

Edit:
Just checked if my disk speed effects my download through both Battle.Net and Chrome, I can download files fine at full speed through both of them. Any ideas anyone?

Disk section shows more info, like this:

From your screenshot I can only see that MsMpeng.exe is doing file scan (thats Windows defender service).
There is not enough info, about what rundll32.exe is doing.
