Hi,
I have 400$, the only website I can buy from is bhphotovideo.com as they're the only ones that ship to morocco.the shipping costs 100$. I don't need an OS and I want to be able to upgrade later.

Well, assuming $400ish, this is about the best you could hope for with an upgrade path:

However it should be noted that with a two-core, two-thread processor, that there will be some games that will refuse to run or run very poorly. It works great for many games, but not all. Dropping in an i3, i5 or i7 in the future will solve that though.

A bid different configuration leaves out the case (which I think would be the most expensive to ship, and also easy to find some vessel to hold your components locally). This has a board that will overclock that processor better, but more importantly allows you to add a second RX 460 in the future for higher frame-rates (with a PSU to handle it). The PSU is also much more appropriate for a more powerful single GPU in the future.

Both of these assume you'll find HDD storage locally when you need it.

On a different note, you may check into freight/parcel forwarders based in New York/New Jersey for shipping to Morocco:

That way you can buy from any web retailer with (hopefully) free shipping to your forwarder, and then just pay for the forwarding service from the east coast to you.
