Playing fallout 4 slows down internet badly

Whenever I play Fallout 4 my internet slows down badly which doesn't make sense. First off I don't have steam cloud server sync on steam since my internet is already bad and it takes forever to sync. Second off fallout 4 isn't an online game so I dont really understand why it does this, my internet is faster when playing Gta V online than fallout 4. If anyone has had this problem and knows a fix please let me know.

Go into Steam settings and put steam to offline mode, when you start fallout 4 again it will say "continue in offline mode?" and should be less difficult to deal with (I had bad mouse lag in online mode, and as you no cloud syn set up....)
