Gtx 1070 clocks spiking when idle

Hey guys, so i have recently discovered that when i am on idle, every maybe 10-20 seconds my gpu clock will jump from 250-1600 for about a second, and my memory clock will also jump to about 4000. is this normal? if not, how could i possibly fix the issue? i havent noticed this before, but maybe it has always been happening.

I think it's normal it depends on what you doing with your computer,i know that skype forces my gpu to run at highest clock for some reason and at 45% power usage
