Better performance at higher resolutions?

Hey guys. I have a 4690K & 1070 & 1080p. When I play games at 1080p with everything maxed out, there are times when the game stutters and just doesn't run quite as smooth. However, when I use DSR and render higher resolutions, the game play is butter smooth. Hardly any stuttering at all. I do notice that the gpu runs a little harder and a bit hotter. But smoother game play.

Shouldn't game play be smoother at the lower resolution since hardware is not taxed as much? I find this odd.

At the lower resolution, the CPU is working harder to supply the GPU with the information it needs to create each frame. This isn't to say that the CPU isn't strong enough, but could be a sign of weakness with the game's programming. There's a lot more hurry up and wait. Some code is reliant on other code to finish and so on. Higher resolutions release the CPU from the burden of creating frame data within a 10ms or lower window to 20, or 30, and so on.
