Power Fails and System goes down even with a UPS connected.

I had an old System with DH77EB Third Gen Intel mother board and I wanted to upgrade it a little bit.
So I bought some entry level graphics card (Radeon R7 250 ) and a new cabinet with a 650 watt corsair power supply.I also wanted a UPS for good backup i waited for few weeks to buy it and was running my system on UPS that powers my home during power outages.After some time of perfect working I started facing sudden power failures.Even the Home UPS couldn't back them up.There were fluctuations so I knew I wanted a UPS now.I went for APC Backup Pro 1000va .
I am still facing the same problem.There are fluctuations in voltage and the system fails .The CPU and Monitor are connected to battery backup of APC UPS and battery is fully charged.No overload is there are max load that I have seen is 90watts and UPS support 600watt.
It is like someone just disconnected your power.
I tried simulating same by switching off and on the online power to APC UPS and did many times but the system was still running.
It is like someone pressed the hard restart button .
I hope someone could help me out.

No fluctuations at all and it just turned off . Was copying some file from phone to my hard drive . Not usually ___connected with phone when it happens.

Can a faulty OS be problematic?
At first I had a Windows 7 (on other Mobo which went bad)I am unable to use the key of OEM windows 7 on that Mobo on this Dh77eb .So I am using a not activated windows without internet connection . (Will buy Windows 10 soon)

Also there is a faulty drive which I just realized . It is making very faint grinding noise (more like a old ball bearing). WD
