R9 380X bottleneck??

Okay, so in heaven im not getting a bottleneck, my GPU is working were it should at 90-100 percent, and my CPU is from 70-80 percent overall and 70-90 with cores, but in games perhaps, my GPU is at around 0-100 and almost always 25-75 percent, while my CPU is working at 50 percent. Does anyone know why Heaven works fine but games do not? The only game that works right is Call Of Duty BOII it is at CPU load 70-80, GPU load 70-100.

GPU PowerColor Myst.Edition PCS+ R9 380X
RAM: Kingston HyperX Fury 8GB Kit
PSU: EVGA SuperNova 650 P2

It's not necessary a bottleneck. because you don't max out the cpu.. as long as that doesn't happen it isn't a bottleneck. About heaven Bench.. It's a GPU bench.. it pushes the gpu to it's max that's why you see a difference.. some games are more cpu bound and others ar more gpu bound.

Okay so the issue that i explained is on World of Warcraft and i do know its a CPU bound game, but my GPU is from 50-75 Percent a lot while CPU is 50 maybe 70 max.

CoD is always using 60-90 percent GPU and 70-80 CPU.

Hmm.. I don't see any issues.. What's the FPS you are getting? is it spiking? or unstable? is it going all over the place or is it around a certain FPS like 80/85/75

Well GPU is all over the place on WoW and not much on CoD, the FPS on CoD get to the lowest of like 100 on maximum while on multiplayer, WoW gets to 30-40 in raids on medium or medium/high either setting dont change, I can go from setting 6 to setting 7 without a change. (10 is the maximum)

I also see people use the Phenom II X4 945 with a GTX 970 and get little bottleneck, but for some reason my R9 380X is getting weird GPU usage and low CPU usage.

GPU 60-80 CPU 35-50 Frames are from 40-70

As far as I can see it doesn't bottleneck anything. also it's a more GPU bound Game now. So i think you are just fine.

Okay so why dont the GPU ever get to a higher usage like 80-100, it does not happen in any game either, Call Of Duty is the most balanced with CPU at a max of 80 GPU at a max of 85-90 maybe 95 at like jumps.

Because the game doesn't need more GPU power it's okay it isn't alwasy at a 100% as long as your CPU doesn't max all the 4 cores

I do know that my CPU is weaker than my GPU but my CPU is doing really well keeping up with my GPU

Yup, A bottleneck is when your CPU maxes all the 4 cores and when you GPU is being used for like 60% then you are held back by your CPU.
