Hello, so there are tons and tons of threads like this about people thinking that their GPU's are under-preforming when really their expectations are too high. So take my question with a grain of salt.

My Specs:
i5- 4670k 3.5 Ghz
Gtx 1070 Gigabyte G1
8GB 1333mhz Ram
1TB Hard Drive
600W PSU
Stock Fans
1600x900 Resolution Monitor

Here I the things I have done in the past 48 hours on my PC:
Uninstalled R9 270x
Installed GTX 1070
Installed GTX Geforce experience Drivers
Ran DDU
Uninstalled AMD Drivers
Uninstalled Geforce 1070 Drivers

Installed Geforce Drivers again with the CD that came with the 1070
Bench-marked Overwatch (60-100) Frames Ultra with stuttering every couple minutes and one crash(I previously had never crashed on Overwatch before)
Bench-Marked Arma 3(Yes, I know it is very CPU intensive, 40 Frames Ultra with nothing on the map, that only slightly better than what I got with my R9 270x)
Overclocked CPU to 4.0 Ghz
Benchmarked games again (Better preformance on Arma)
CPU heat throttling
Unoverclocked
Launched Dead by Daylight 29-40 Frames Ultra (The same as r9 270x)
vsync off
Wondered if my CPU is bottlenecking the GPU so I tried to update intel drivers, gave me this error
"This system does not meet the minimum requirements" (I am 100% positive I am installing the right one)
Tried to fix problem by following this video: https://www.youtube.com/watch?v=0zb5-qmTuuA
Says my graphic drivers are up to date.
I still cannot update my CPU drivers.

My Drivers are as follows:
GeForce Version 372.54 (Latest)
Intel Drivers Unkown

Current Game Benchmarks:
Overwatch 80-120 FPS Ultra, with stuttering every so often
Arma 3 (On populated server) 20 FPS- 40 FPS with constant freezing
Arma 3 4.0 Ghz (on empty map) 70 FPS for like 10 min, then 30-40 FPS
Dead by Daylight 29- 40 FPS Constant Crashing
Fifa 16 70 FPS (windowed for some reason, even if I check fullscreen)

These Current FPS are a marginal imporvement(besides arma 3) from my R9 270x.
Is my CPU the problem, if so why are the drivers not working?
Is my Graphics Card preforming to it's intended preformance?

Any replies are helpful, thank you.
P.S Sorry for the wall of text.

At low display resolution the graphics card is rendering frames at a a very high rate. If the CPU is unable to process and deliver information to the graphics card quick enough then the CPU becomes a limitation.

Higher display resolution moves the processing limitation to the graphics card where it should be.

I asked about the DRAM...
What's a CPU driver?

There is an Intel HD Graphics 4600 integrated graphics processor on your CPU but you're not even using the integrated graphics so you don't need to install the driver for that.

There is a motherboard chipset driver that should be installed.

A low display resolution, like your 1600x900, will place a higher load on the CPU.

What is the brand and model of your DRAM modules?

1. there are no cpu drivers you need to install, most likely you are trying to install the built in HD drivers dont do that use DDU remove everything again, install only the newest drivers from nvidia

2. at your low ass resolution CPU becomes the limiter on fps, you have completely removed the gpu as the bottleneck

a 270x was perfectly fine, adding more gpu was a wrong move

throttling WILL affect your fps
I suggest you get yourself a better cpu cooler to get temps under control, and then overclock

the cryorig h7 is excellent

install msi afterburner and turn on cpu temp monitoring in the OSD, play a game see what max temps you get

Alright so I have installed the Chipset and I will report back with any new changes. My DRAM is Corsair Vengeance DDR3 1600Mhz (I made a typo in orignial question): https://www.amazon.com/Corsair-Vengeance-PC3-12800-1600mHz-240-Pin/dp/B004QBUL1C/ref=sr_1_4?s=electronics&ie=UTF8&qid=1472422046&sr=1-4&keywords=ram+corsair
Also out of curiosity why does a lower resolution make games more CPU intensive.

I am aware of CPU throttling and like I stated above unovercloked the CPU, as it is running at stock 3.5 Ghz with 60-79 C under load. The benchmarks I provided were not effected by the throttle. I have also purchased an aftermarket cooler.

I asked about the DRAM because of what you said:

8GB 1333mhz Ram

If the DDR3 DRAM is operating at 1333MHz then go into the BIOS setup and change it to operate at 1600MHz or to use XMP profile.
