Motherboard doesnt start/ cant find pwr switch

i just bought a dell t5610 motherboard. At the moment im using 1 xeon e5- 2670 cpu and 16 gb of ram (4x4 HYNIX HMT151R7TFR4C-H9 2Rx4 DDR3 PC3-10600R 1333MHz ECC REG MEMORY RAM)
im using my old power supply evga 700.

Now theres a 27 pin front panel connector that has the pwr switch. I dont have a case so im trying to bridge the 2 pins to turn the pc on.
I think i found the reset pins. when i bridge the power supply spins then stops.

now im using the hyper 212 evo. the cpu fan connetor only has a 4 pin but the m/b have a 5 pin
cpu fan. but i have it plugged in only 4 pins
Now i think the pc isnt starting bc it only has 1 cpu. which should be find though.
or
not bridging the right pins together,

I have built a server computer without a case before, and I have met the same situation you are facing.
Here is the solution:
When you tried to start the pc, the power supply spins then stops right? I would say it is caused by cpu overheating.
Try to find a compatible cpu fan with the motherboard. Make sure it spins and the cpu isn't overheated.
If it still won't start up even if the cpu fan is spinning, wait about 5 minutes or longer, and try again.
If that still won't work, it's probably the power supply's fault. Use another one and see if it works.
