I first bought a optiplex 990 with an i5 2500 i put 12gb of ddr3 ram have a 650 watt power supply and put an xfx r9 380x in it. How good will the pc run games like gta 5 and metal gear solid 5 i run it on a 1680x1050 monitor

Pretty good build! :)
You should be able to run games like GTA V no problem medium settings 60fps.
MGSV should do very similarly to GTA V in terms of performance.
You might want to buy a better case for some airflow though, because those optiplex towers can be starved for airflow as they are designed for workstation use.

Should run pretty good, the i5 still holds its own despite being a few years old now, and the 380x is a very good mid range card.

Should be getting 60fps easy on mid - high settings (depending on the game) at the resolution as its a bit lower than 1920x1080. It certainly wont run poorly though and there wont be any bottlenecks. Only one way to find out how good it runs though.. run some games! :)
