is my gpu broken?

parts: gtx 960 4gb
athlon 860k 3.7ghz
8gb 1600mhz ram

so i have played some games recently such as Metal gear solid the phantom pain and the game is very well optimized but the problem is that my gpu is at 70% on max settings and sometimes i get fps drops to the low 50s/40s. so i thought i would just put everything to high but then the usage is at like 40% and get the same fps drops. why is this happening? is my gpu broken and not using all its power? i thought it was a bottleneck but the cpu usage is it like the 60/70s so there is not a massive bottleneck and cant impact it that much to the point where its a 40% gpu usage. plz help meeee ;_;

Its best to not use any "Speed up your pc programs" Most of the time they are counterproductive. (like a ram cleaner for example) You will get better results if you do it yourself (ie trim down programs that start up and are active). The biggest thing you can do is Change the settings around. try turning down some CPU intensive settings.
Here is a small list I found
CPU Intensive Tasks:
Physics
Sound
Animation & Animation Interpolation
Particles
Decals
Polygons
Dynamic Lighting/Shadows
Water reflection

GPU intensive Tasks:
Textures & Bumpmaps
AA & AF
HDR & Bloom
Resolution
CPU usage is in the 60s/70s...

Many games do not take advantage of more than two CPU cores at a time. Since your CPU has four cores, the game can only use 50% of its capacity. The extra 10-20% would be from background processes and driving the graphics card.

You see, that CPU really can't handle a 960 all that well. Your CPU and RAM are holding back the 970.

i use razer cortex booster in my games and when i start metal gear it shows that save around 1gb of ram and stop 18 processes so it can be used for the game instead. wouldn't u then think that the background processes would not really affect it as most are shut down.

i thought the same thing but when i check the task manager most of the razer cortex usage is only at around 0.5-1.5%. do u think it does not work and recommend not to use it? should i do a bench mark with/without it to test it

i just turned down every single setting to the lowest possible in mgsv and my gpu usage was at around 33% and my cpu at 50s but i was still getting fps drops to 57-58. (the razer cortex booster was also off). it must be a bottleneck right? as im planning to get an i5 4460 for Christmas
