are radiators exhaust or intake ?

I have a r9 295x2 just wondering if The radiator on the gpu is an exhaust or an intake btw one more question if I mount fans on the top of my case will it be exhaust or intak ?

You can make the fans on top of your case and on the liquid cooling radiator blow air out or take air in, whichever you want. However, you generally want more fans taking in air than pulling it out. Usually people have fans take in air through the radiator so that way the radiator is getting cool air and not the hot air that is already in your case.

Radiators, and particularly their fans, can be mounted to direct airflow as you prefer - either intake or exhaust.

Unscrew the fan and turn it around. Look on the side of the fan for a discrete arrow that shows u the direction the air will flow in.
