I can see" Restored Windows 7 Home Premium" in Recovery tools but still wont boot up

I'v tried to boot with free system 7 USB/CD's from on-line links, ISO CD's, HP Recovery, ran chkdsk r . At select boot device I see -
A: 3750528AS ?- B: hp DVD (Dell win 7 install disk)- C: Realtek PXE B03 ?,-D: SanDisk(USB) in that order. I'v had no luck burning boot devices and at back up files it very slowly loads back up files then won't burn to blank DVD's or to a 1 TB WD Mybook. I get a storage error. When I get to system recovery, it asks to insert media to install drivers, the Dell install disk doesn't have the hardware information, there are no system restore points, images or back-ups.I can boot from my windows 10 USB to run command prompts, if I knew any... So... can I put the Seagate 750GB hard drive from HP Pavilion into the WD Essential USB Case and get to files from my laptop as a last resort? The WD runs fine hate to tear it apart. Or somehow connect it to my Acer laptop running windows 10?, Just need the files.
This one got me!
