False GPU temps on EVGA Precision X16?

So I am noticing something a bit weird. My GPU temps change way to fast to be legit for instance when turning on Killing Floor 2 and just looking at the main menu it decides my GPU should boost to around 1400 mhz which is fine but within literally 3 seconds I kid you not it goes from idle temps of 56 degrees to 83 degrees and when I quit the game right after loading into the menu not even playing the game it immediately drops to 74 then temps go down normally any idea whats going on?
It gives similar results when monitoring with Afterburner. And does the same after a gaming session.

My GPU is a 980 ti Classy no OC other than what it shipped with as I lost the silicon lotto and can barely boost 50 mhz :p
 
Solution
Yes it is normal as T3_s says. The temperature sensor is on the die, in the I.C. There is no thermal lag or mass to slow the temperature reading.
