My rig not capable of running Black Ops 3 in the lowest of settings

Hi there, I'm having trouble trying to run Black Ops 3 at any kind of settings without any kind of stuttering, the game will stutter and lag like crazy even with the lowest settings possible with the game, I have no clue what to do, any help?

CPU : AMD FX-8320 Vishera 8-Core 3.5 GHz (4.0 GHz Turbo) Socket AM3+ 125W

GPU: ZOTAC GeForce GTX 970 4GB

PSU: EVGA SuperNOVA 750 G2 220-G2-0750-XR 80+ GOLD 750W

Motherboard: MSI 970A-G43 AM3+ AMD 970 + SB950 SATA 6Gb/s

RAM: Basic 8GB ram that came from previous store bought computer

It happens with the Division as well, but many other games I can at least run past call of duty's and battlefields with consistent FPS, unlike black ops 3
