Best Card for Build

My current build is a ASRock Fatal1ty 990FX Killer Gaming Motherboard, 8 gbs of DDR3 1866, AMD FX 8350. What is the best gpu under 175, that will give the best fps and stability?

That's a tough spot there - right now in the new generation, that will only get you an RX 460 since prices are still inflated. Eventually it would get you an RX 470 if you can wait (or spend $190 now). After prices settles, $200 should get the 3gb GTX 1060.
 
No it won't.
The GTX 1060 is firmly in the mid range of the $200 space, around the $250 mark.
It may get you an ITX version later down the line at say $220, but the RX 480 will perform the same at that price point due to the cut down cuda count of the ITX 1060s.
Save a bit and get the RX 470, or wait till it drops in price in a few months to around $170.

There's a 3GB GTX 1060 version that has MSRPs that start at $200. Now, the 3GB version does have a slightly lower shader count, but that's not about ITX vs non-ITX, it's about being a cheaper version (the 4gb 480 isn't as cut down, but also is only $20-30 cheaper than the 8gb - the nVidia's are spaced by $50).
