Possible faulty fan readings in HWInfo?

Hi there guys. I've been keeping hwinfo up typically when playing games and using my computer to monitor temps/voltages and in general to observe system info. Today it started storming when I was away from my PC, and the lights flickered a few times so I went to turn off my system in event of a surge when I noticed that the fan readings said case fan 1 and 2 (my only fans besides CPU cooler) had jumped to a maximum of 45000 and 40909 rpm. Obviously realistic and I'm certain they would have broken at such a speed. I rebooted my PC after the storm and when observing it typically stays around 800-1400rpm on load but with no actual change in fan speed, sound, or component temperature the readings will say the maximum jumped to 30-45k RPM. Makes me slightly concerned considering I never noticed this until after my lights flickered. My CPU fan stays totally normal though. I haven't checked anything other than hwinfos reading admittedly but it slightly worries me thinking maybe my PC was surged and the fan sensor was taken out? Should I worry at all or just let it be? Is there some way to diagnose component failure just in case? Or maybe I'm just being paranoid.

Nonetheless I know it's an atypical thread but I'm still new to having a strong gaming PC and I can't replace it if it breaks so I want to be sure everything is spiffy. Thank you sincerely whomever responds!

Could be that the PWM function in one of your fans is starting to go, and this could be causing problems for all PWM fans on the same controller.

However, I consider this problem to have next to zero risk, so I see no need in spending money to resolve it.
HWinfo is not the most reliable program for monitoring can speeds or voltages. I've seen this problem a lot. It's just HWinfo doing its usual horrible job of being accurate.

I don't think there are any fans that can reach 40K RPM at all. Even if there are, they would sound like a turbo jet getting ready to take off down the runway.

So I shouldn't worry at all even though it had never gave readings like that until last night? I've owned this PC for almost 3 months now which is why the sudden odd readings freaked me out.

Today I actually noticed. Or at least happened to notice that I hear a hissing sound for a split second as the reading goes whack. It could be coincidental though. And I installed a different program, hwmonitor, and that too gives me the strange readings too :(

I mean, the only fans that do this are my case fans. Listed ChassisFan1 and ChassisFan2, but they don't both do it at the same time. Sometimes just the second fan, sometimes just the first, sometimes both etc. I appreciate you taking the time to answer. I can't RMA anything anymore and I wouldn't hav the money if something was at fault and it's my only entertainment in free time, haha. I had no idea about the PWM stuff, too.
