16GB RAM (seemingly correctly) installed, but only 8GB is being used.

I apologise if this question has been asked before, but I'm having trouble finding my particular problem.

I have 16GB of RAM installed in my system, both 8GB sticks are recognised in BIOS and everywhere within Windows. The problem is, when I open up Task Manager and do a quick calculation based on the percentages there, it adds up to 8GB instead of 16.

I have no idea how long this has been going on, as I've had this computer with the same specs for a while now, and never noticed any real performance issues.

I would be grateful if someone could help me figure out what the problem could be here.

SPECS:
MSI Z87-G45 GAMING
Intel i7-4770K @ 3.5GHz
G.Skill Ripjaws X - 2 x 8GB DDR3
4095MB NVIDIA GeForce GTX 980 (EVGA)
232GB Samsung SSD 840 Series (SSD)
2794GB Seagate ST3000DM001-1CH166 (SATA)
Windows 10 Home 64-bit

Hi, I'm afraid that isn't the problem here. Did as they suggested there, and the maximum memory box was unticked. I also ran Memtest, and it found no errors.

I've just now done the same calculation as I stated before, and task manager now seems to think I have 4GB of RAM.

Also a picture of Task Manager if possible as I don't quite understand the "quick calculations based on percentages there".

Here is a picture of the task manager showing memory in percentages, and then in actual values. You can see that Paint is using 3.8% of memory, and 165.8 MB of memory. Calculating, that would suggest my total memory is 4363MB, which is just incorrect. Am I misinterpreting what it's saying there?

Edit, here are the screenshots, whoops

Please go to Task Manager, click the Performance tab, Memory, take a picture of that and upload if possible, there it show how much ram your pc has.
