Hi,
I have a PC with the following specs :-
CPU : AMD FX 9590
GPU : R9 390X
Motherboard : Gigabyte GA-990FXA-UD5
Ram : Dominator Platinum Series — 16GB (4 x 4GB)
Os : Windows 8.1
PSU :EVGA Supernova 850 G2
Bios is in FC.

Prime5 Test results :-
Usually it takes about 2 mins for worker 7 and 8 to give me the error (its usually more than 0.4 but less than 0.5) , and one time it was worker 6 and 8 .
I've tested it several times and with the same results .

The problems i am having :-
1- Pc freezes at start up : when I start the pc , sometimes it freezes for a couple of mins (I can move the mouse but can't click on anything).
This happens in 2 ways : either before start up programs start running or after they start running , sometimes it just takes too long to load desktop icons and start up programs .
2- PC freezes on normal uses : sometimes whenever i am doing normal activities (youtube through firefox) it freezes , causing firefox to start not responding and any other program , I can move the mouse but can't click (can't even go to task manager) . After a few mins its back to normal
FYI : i encounter the previous 2 errors only once per run (sometimes never) and PC runs smoothly after.
3- Freeze/crash during gaming : mostly league of legends or overwatch , but the PC /rarely/ crashing when i play them ( I noticed it happens if i am running a youtube video on firefox) .Its usually without a blue screen , but i do need to reboot the pc , sometimes it pops a blue screen and its CLOCK_WATCHDOG_TIMEOUT.
FYI : I can run skyrim or the witchers 3 on ultra high for hours without any error. And non of the pc components are overheated.
4- Freeze/crash during streaming :This one is the most inconsistent , I've been streaming for about 2 weeks and I've never had a crash , suddenly it started crashing and I have no clue why (literally only OBS and league of legends was running) and CPU usage wasn't high at all.
5- Firefox plug in is using too much CPU (sometimes aroung 15%)

Problems that may be related :-
1- Ram can't go beyond 1333 no matter what I do , but i can overclock the CPU to 5ghz.
2- Sometimes , I have to replug my mouse after startup .

I can provide any extra info needed.

Update 1 : added PSU and BIOS.

For testing purposes, you could cool them with an extra fan which is directly blowing air onto these.

the RAM frequency is written on the modules or you can check by using CPU-Z and read th SPD datas max. bandwidth. To get the frequency, you most likely have to set the XMP profile in the bios.

Is the CPU overclocked right now? undo overclocking , clear cmos and uninstall any tuning software tools
check temperature while running prime95 with amd overdrive. How high is the temp. margin?

which brand and model is the power supply made of?

what´s the default frequency of the RAM?

boot with memtest86+

BIOS is version "FC"?

which CPU cooler is installed?

try cooling the VRMs of the Mainboard

Temp margin is 55ish without the prime test , with the prime test it goes ti 34.2 , then whenever one worker stops working it goes to 33 point something . Also worker 8 stopped working right off the bat.

PSU :EVGA Supernova 850 G2 (just added it to main thread)

I'm not sure how to find the default ram frequency , but now its running on 1333 (I think it should be 1600)

I forgot to mention I ran the memtest before and gave me no errors (on the first run) , should I do it again?

Yes bios is in FC

H115i is the CPU cooler

How Can I cool the VRMs ?

Also , AMD overdrive is showing that Ram is running on 670Mhz

Alright gonna install the fan , gonna take a few minutes .

Alright it says "PC3-10700 (667mhz)"

Cpu is not OC'd , its running on 4.7 (i think its the default ) , Gonna clear the CMOS and i don't think i have any tuning sofrware installed .
 
667Mhz in double data rate means it is originally 1333MHz. You could get the RAM to 1600MHz by increasing timings e.g. to CL10 or 11

clearing cmos does a bit more than just loading default settings. It´s just to be safe, all settings are really default.

That cpu causes nothing but problems. Many people need to either underclock it below stock clocks or jack the voltage up even higher to get it stable, just google "fx 9590 unstable" you should find plenty of info on all the things people have done to try and make that cpu work properly.

Cleared the CMOS , its asked to load the defaults and boot so i did , what next ?

Most people apparently play around the VCore .
Someone even suggested to disable 2 cores .
Think i should try that?

Well if you disable two cores you would essentially be turning it into an FX 63XX CPU, I would only do that as a last resort. Personally I would starr with lowering the clock speed to maybe 4.4ghz or so and run prime95 if you get no errors you can safely assume that either the cpu does not have enough voltage or its just not capable of running at those higher speeds.

As for ram, at default that motherboard will set the RAM to 1333mhz. To get rated speeds you will either need to manually set the speed and timing or look for an option to use the memory profile usually this feature is called XMP but on AMD mobos it may have a different name on my asus board its called DOCP, you need to turn that feature on for the memory to run at rated speeds.

I don't think the problem has to do with memory, not that CLOCK_WATCHDOG_TIMEOUT error anyway. Look it up everything I read stated that the cpu causes this error.
 
The main problem is that even a 140W AMD CPU is a problem, this 220W AMD CPU is a monster and so many motherboards can´t run this 9590 stable.

I would say 8+2 CPU power phases are too less for that and without great cooling on the vrms the issue is the motherboard. But before buying a new motherboard, better try to sell the 9590 and get an 8320.

Ok update
I've disabled Cool and quite , C1e and C6 and ran prime5
Worker 8 stopped working after 10 mins (usually its 30 secs to 2 mins)
Others workers worked for an hour then I stopped it.

Memtest ran for 3 hours and gave 0 errors

I don't really prefer to sell it the motherboard or the cpu , but is it the only option?
 


Funny, I had that exact BSOD last month, and tracked it down to a bad stick of RAM. A single bad pointer address could easily cause this type of failure. Thing is, bad RAM usually throws other errors, rather then this particular one.

Aside from that, could also be due to a non-stable OC, or the memory bus not being particularly stable (as I know from past experience)

Ok update (Sorry for suddenly going dark as I was at the hospital)
Memtest showed no errors
I downgraded the CPU to 4.6ghz .
Still getting the same problems :/

It more sound like an RAM issue. CLOCK_WATCHDOG_TIMEOUT actually says there is problem with connection of CPU with other parts of the computer, mostly RAM or motherboard. Cpu can't get the write 'package' on time probably. Don't try to change any default RAM or CPU settings. This can cause much bigger problem. You need to test your RAMS for long hour, it should pass at least 4-5 test. Also you can test your hard drive just for being sure about other components. Firefox plug in can be demanding sometimes. Change your browser settings if you need to.

If your RAMs are ok then there might be problem with motherboard, slots or sometehing else. Best way to find the problem is the test your componenets with different computer or devices. I am afraid you need to spend some time to find what s going on.
