Is my CPU limiting my FPS?

Hi, i just recently rebuilt my computer, my computer has the following.

GPU: GTX 1080 Founders
CPU: Intel Core i7-4770 (1150) (Not k)
Ram: DDR3 16GB (1866 )
Motherboard: MSI Gaming Intel Z97 LGA 1150 DDR3 USB 3.1 ATX Motherboard (Z97 Gaming 5)
Storage: 2x Samsung 850 EVO SSD (500GB)

I have a 144Hz (1920x1080) Monitor by Asus and a 2nd one thats only 60Hz(1920x1080). im not sure if it matters that i have both in the GPU, or if i should have my 60 FPS plugged into the motherboard. I thought i would be able to run most games at high and get at least 100FPS, I've tried Ark, GTA 5, Overwatch, Paragon, Heros of the storm, and a few others. an every game but overwatch i have had to lower my setting to medium to get close to 100 FPS. Is this normal? is my CPU or another component my Bottleneck? If the CPU is the problem, what CPU would be best to upgrade to?

What settings are you using in GTAV? I tested it and I get about 60FPS at 1080p with everything turned all the way up except the MSAA at 4x for reflections at 4x too. At 1080p with no msaa and the advanced options off I get over 100 fps but it looks jagged. This is testing with an extra screen running at 1080p just running the desktop. It doesn't have an impact on performance at all.

I know my temperatures are good. My Gpu is not overheating, neither is my CPU. Im running 8 Fans with positive pressure, exhaust is up top and on upper back of case, and intake is on the bottom and lower front. CPU has nice Cooler on it, and im using good thermal paste. i have no clue what the issue could be.

i cant think of it being anything but the CPU. everything besides that is brand new and fully functional. and i only use one monitor for gaming( the 144 Hz)
 
Can you check the CPU and GPU utilization while gaming ?
your CPU is absolutely good to run the GTX 1080. even non overclocked it's clocked high enough.
Just for the experiment, can you disconnect the second monitor and try to play while only one monitor connected to your computer ?

yes, i will do that as soon as i get home. im at work currently. what is the best program to check CPU utilization? and are there any other possibilities you guys can think of?
 
the most convenient is probably the MSI Afterburner, you can set the utilization to be displayed in OSD and logged to check it after.
It will also monitors the GPU clock frequency - you should check that it runs at over 1800MHz under load and not fluctuating too much.
