High memory usage without any reason?

So I've been having issues with my PC lately, everytime I boot my pc up it takes half an hour for the monitor to detect any signal, so I never dared to shut it down... (when I do restart tho, my ram would stay at around 15% usage but it slowly gets up to 90%) but that's not the main problem I'm having.
My PC is constantly on 90% usage even with no programs running....
And my pc's not a piece of junk either....
I have a 4770k, 16gb of ram, hd7770, 2x 2TB hard drives + a 120gb ssd.
And the weird thing is, when I have Task Manager up... it says I'm using 600mb of memory, BUT IT ALSO SAYS IM USING 14 GIGS WTF?

What's going on!?!?!? I've tried using CCleaner but no real effects, I suspect chrome using up all the memory but the ram usage barely changes even if I shut it off completely :(.... pls help

How to solve this: Press CTRL+ALT+DEL and then select task manager. When done, go to the bar which says start-up. When you see some applications that you don't use when you start up your PC, right click them and select disable.

Well that's exactly the 1st picture..... it's the sum of my ram consumption, but here you go anyways

All added up not more than 600 MB, the list isn't long, and the last one is 0 MB so everything should be loaded. But I still don't know why there's 14 GB in use but the sum of my ram consumption is 600 MB

There are 7 enabled programs that are all pretty important, but I wouldn't restart my PC cause it takes literally half an hour, but I suspect that it has something to do with the ram.

thx for the reply, I went ahead and restarted my computer (took literally an hour btw) and now the ram is back to normal @ around 20% usage, I'll try your method if it goes back up again :).
