980Ti Power consumption problem when gaming\benchmarking

Hello,
first of all, excuse me for my bad english.
in the last couple of weeks i got frame drops playing Overwatch, fps drops to 20-30.
when checking with FurMark, after approximately 15 mins, again the fps drops.
I tried installing a fresh nvidia driver (wiped the old one with DDU via safe mode),
while i get the fps drop - i checked with GPU-Z and it seems that the power consumption drops by half (from 100% to about 40%-50%) and the "Memory used" jumps from about 300mb to 2000mb. also the "PerfCap reason" changes from "pwr" to "vrel".

From the GPU-Z it seems like some overclocking profile kicks in. (voltage and clock goes up significantly). also the perf cap codes are usually associated with overclocking.
Do you have some sort of MSI Afterburner/EVGA Precision or similar software installed ?
Also, the temperature seems to go kinda high. What is the exact model of your card ?

I had msi afterburner installed but i removed it, Got just Corsair Link and the Geforce experience.
Ambient temperature is also high so take that in notice.
The extact gpu model is Gigabyte oc edition windforce.

it seems afterburner is at default state.
i ran FurMark again and when the drop accrued i checked the processes running and found a process called "issch.exe" consuming about 30% cpu usage, i terminated the process and the fps returned to normal.
any idea what it might be?
