GTXF 970 doesn't boost anymore

So, 1 month ago I upgraded my GPU from my old R7 260X 1GB to a new GTX 970 (I know that RX 480 and GTX 1060 released, but they are way expensive in my country, and I got the GTX 970 with a $110 discount, from $410 to $300).
My problem is that when I bought it, the core clock boosted way to 1316 (and the GPU boost is advertised as 1101, with 1241 as factory OC), but now it's doesn't boost anymore, it stays at the default clock... (1101 MHz)

Well, the reason why it boosted to 1316mhz is because GPU Boost 2.0, the only reason it does its because the card is cool enough for it to boost automatically. The only time that it won't boost is if the card is hot, or is set to power saver mode. to i would say look into those :)

It's not this. I set from the control panel to Prefer Maximum Performance to keep the highest clock possible even on idle, and it still sits at 1101...

I set this in the control panel since I bought the GPU and it stayed at 1316 all the time. This problem appeared 1-2 days ago after I noticed a drop in performance in games.
I am using the MSI GTX 970 OC Armour 2X (the tiger version) with a Sirtec High Power 600W Bronze
