CPU idle temp really high, idle Clock speed at max

I am having a problem with my internal temperatures. At first I thought wow my pc is getting really hot, and noticed my gcard was heating the side of the case quite a bit, but further searching iv come to understand that my air ventilation and circulation even though it might not be the best, that the gcard can get hot so its nothing to be concerned about.

However my cpu is also hitting averages of about 55 - 60 Degrees C, which I thought might be down to cooling problems for the same reason as my gcard, but I noticed that my cpu clock speed is constantly maxing out at 37-3800, even whilst just browsing the net and barely doing anything At first when I turn the pc on, its as low as 800 with normal temps of about 35-40 but all it takes is one game or program to speed it up to gaming mode and then it doesn't get any lower..

I can only assume that this high clock speed is giving me the temperatures of 60oC, but for what reason I don't know, I have checked my power settings and they are set to balanced and I have checked my cpu usage, its only low. No idea why its hitting such high idle temps or why my clock is so high, I need a resolution before I start panic buying new cases and more cooling fans etc

When setting up I did have to go out and buy a 2nd rate thermal gel because my ordered one online didn't arrive, im waiting on a replacement, so if I do upgrade my case I will clean and re apply a new thermal compound, as im not too trusting of the other one have. Is my I5 4670 clock speed ok to be at 3800 constantly even whilst not doing anything? wont it decrease its life span or cause any overheating problems, iv never noticed it to be over 45 - 50 before
