Another No Signal When Playing Games - PSU or GPU?

Hello everyone!

My sister's new gaming rig is experiencing an issue while gaming that is getting progressively worse.

It repeatedly gets "No Signal" immediately after starting certain games (e.g. Arkham Asylum), or playing any other game for an extended period of time (e.g. Hearthstone). The computer itself doesn't turn off, but I have to do a hard restart in order for it to work again. All software does seem to cut out though (e.g. OBS, Discord).

At first I thought my GPU might be overheating as the temps were exceeding 80. It turns out that my refurbished GPU (Sapphire R9 290) has a known issue where I essentially need to run a custom fan curve in MSI Afterburner. After applying that, GPU temps are no problem.

The initial drivers were several-month-old Crimson drivers. They have since been updated to the most recent Crimson drivers. The problem has persisted.

The CPU temps all seem fine.

Most troubleshooting threads I have found regarding this issue point to GPU overheating (which I think has been ruled out), PSU, or RAM issues. Four passes on Memtest86 came back clean. I suspect it might be the PSU, but I have no way of testing it, and I would hate to have to blindly RMA it. This is similar to PSU issues I have experienced in the past, but that was with an old unit, not a new EVGA unit. It could also be some other issue with the GPU. It seems like it's something to do with one or both (i.e. the PSU, the GPU).

I wish I had a spare PSU, and I'm not sure my R9 290x Tri-X will fit in her case. We might try underclocking the GPU and see if that has any effect.

Unfortunately, we're just past the thirty day return window for Amazon and Newegg, and it would be very problematic for her to be without a computer while blindly RMAing one component or the other. Does anyone have any insight on the matter?

edit: Tried underclocking the GPU. Arkham Asylum lasts a second longer when the GPU is underclocked. It actually gets to the start screen. However, we didn't mess with the voltages at all as I'm less clear on how much that should be lowered in accordance with shaving a few hundred off the core clock.

Ah yes, I hadn't realized the CPU has an Integrated Intel HD Graphics 530. Going to unplug the R9 and try out a few games tonight.

Will report back whether it crashes or not.

edit: It looks like we won't be able to test that right now, sadly. Is there anything else that can be done to suggest whether it's the PSU or the GPU?

Quick update:
Last night she found that the issue was occurring after 20-40 minutes in Hearthstone. She decided to close out of hearthstone every 20-25 minutes, reopen it, and continue playing. The issue didn't occur after that.

Windows won't write memory dump files, for some reason. She tried both small and kernel dumps, to no avail. Her paging file size is greater than her RAM and she has plenty of free space on her HDD... She tried multiple times and there were no memory dumps.

Ok, I presume those are anomalous readings from the PSU. These sorts of readings are beyond my realm of expertise. Is there any chance the GPU be causing the PSU to have this problem? Also, would a PSU problem possibly prevent Windows from writing the memory dump?

Either way, we have a new EVGA Super 650 that should be arriving tomorrow. Hopefully that solves the issue!

Ok, there are only readings for +3.3V and +12V.

At idle:
+3.3V Min. 2.004 V, Max. 2.004 V
+12V Min. 0.048 V, Max. 0.048 V

After 15 minutes in Hearthstone (which usually crashes after 20 minutes), and the same readings were read when trying to load Diablo (which crashes just after initially loading):
+3.3V Min. 1.992 V, Max. 2.004 V (Slight change)
+12V Min. 0.048 V, Max. 0.048 V (No change)

After a great deal of intensive testing this weekend: it was the GPU.

We tried a new PSU on Thursday and the same problem manifested. Switched out the GPU for my wife's GTX 560 and it worked fine. Ended up buying a GTX 750 Ti which has been working all weekend! Going to RMA the R9 290 and take it from there.
