skylake i5 6600k unormal usage

I'm having an issue with my new i5 6600k and its high usage.usally when idle my cpu usage goes around 40 to 50 then to 5 precent usage but when I do stuff like web browsing or watching vids my cpu would spike all the way to 70 to 80 precent and freezes random at high usage.for a skylake cpu that's not normal and its worrying me.my cpu usage is not stable.heres my specs:msi z170a gamming m7,i5 6600k,16gb crucial ram 2133mhz. gtx 970 asus,h100iv2.just to let you know my cpu temps are perfect without any issues even with high cpu usage.i need help

Like I said, fluctuating usage is normal. If the system isn't freezing now, I would say you're OK. My system idle bounces around at 4 to 7 percent and opening Chrome causes it to jump to 15 percent. Differences in frequency, RAM, other installed apps might explain why our system usage is different.

And no I didnt touch any power plan I even reinstalled windows and this issue still there.with my former board (x99a gaming 7 msi with i7 5820k) this never happened but after I bought a new board and replaced my x99 with the new skylake this started happening.even at idle my cpu will spike all the way to like 70 to 80 and then freeze but funny thing is I'm getting normal cpu idle Temps.this is confusing me.

My ram usage is low.2 percent at idle and at average stuff 12 percent. At the moment I just reinstalled windows and I have no latest drivers.before I reinstalled windows I had everything up to date

It's like every process is using too much of my cup. If I open the Internet the cup will spike,if I open folders the cpu will spike,if I open an app my cpu spikes and even at idle and my pc will freeze or hitch for a sec
 
Have you updated the Bios? Just looking at the reviews on Newegg, I see some more than few complaints with this board. You might contact MSI and see if they have a solution. The usage fluctuating can be perfectly normal as programs and processes load and start, but freezing is a problem. Do you have another PSU available to test with and rule that out?
 
It's tough sometimes. You have to rule things out and see what you have left. If you can rule out software/drivers/settings, heat issues, your peripherals, memory and PSU, it basically leaves the motherboard and CPU. Unless you can swap these for known goods, your most likely problem comes down to the motherboard since CPU's fail so infrequently.

I'm back with good news and bad news.good news is that my cup now idles at 0 to 1 percent. Bad news is any app I open still have high usage.even when I rapidly move my cursor while using that highlightimg thing my cpu usage goes all the way to 30 and when I click on the Internet Google Chrome and when the app Google Chrome opens my cpu usage spikes to like 37 and then goes to normal.also if I was to type and a page starts to load up my cpu spikes to 39and then goes back to normal.also if I was to scroll rapidly up and down a page the cpu usage will go up to 23 until I stop.and lastly If I was to move my tab rapidly around then my cup usage goes to like 20.so I'm confused here.also good thing is no random freezes XD.keep in mind I have a i5 6600k so I'm not 100 percent sure what I should except from my cup since my former cpu was a hexacore 5820k
