Fps drop in all games

Here it's my problem. I'll try to keep it as short as possible:

It all started when i restored my system to a previous date for some reason i cant remember (btw the date which i chose to restore to, my pc was running fine). After a few days and while in the meantime i had installed some new gpu drivers, i noticed a serious fps drop to NBA 2K. I used to run it maxed out at a steady 60 fps but at that point i could hardly get 35 fps (the drop incurred right from the launch, it didnt went gradually from 60 to 35). I tested some other games and i saw a fps drop to them too, ranging from 8-20 fps depending on the game. Also a little clue, although i dont really know if its important. While NBA2k lost more that 30-35 fps Witcher 3 lost less than 10 fps,despite being a much more resource-hungry game. I dont know if you can make something out of this.

After getting frustrated due to not being able to figure out the problem i decided to restore my system again to a date when my games were running fine. And voila! The games were running well again! And then bad luck happened. I wanted to unistall Avast and it required to create a restore point. And while it was being created, BAM power outage. When i booted again, after the windows splash screen i got a blue screen with error and my pc restarted. The only way i found to fix that was to restore my pc to a previous date AGAIN -_- . And yeah although that fixed my blue screen error and everything seemed to work, my games again had fps issues. At that point i had tried everything in my knowledge:

-Checked GPU and CPU temps for thermal throttling while gaming. All good
-Installed a wide array of driver versions for my GPU to no avail.
-Checked my Ram with the windows diagnostic tool and memtest. Good
-Run a virus scan. Nothing found.
-Unplugged my GPU, plugged it in again to check if it got loose.
-Tried a small OC for my CPU, to no good
-Completely reseted my BIOS settings

At that point i got so desperate that i decided to do a clean reinstallation of Windows. I thought that if the problem was software related it would go away. BUT NO. Even after the reinstallation the problem persisted. I lost more than 3 TB of games for nothing. At that point i started to think that somehow it was a faulty hardware. The problem persisted for over a month until recently when i installed and played Hitman Absolution. In the beggining it was laggy like usually, but then.... i got an error (dont remember what exactly) and the game crashed. When i tried to play again i saw an increase to my fps. I tried other games and they had all regained their former performance. I was like WTF?!?. Performance was good for some days, and today ...here we go again. Fps drop again on all games out of sudden. Can somebody explain wtf is happening?

Some things to point out:

-The problem cant be hardware related since more than once, my performance was fixed. I guess that if it were hardware related, be it GPU CPU RAM HDD etc etc the problem would be permanent.
-While benchmarking TW Warhammer, when my performance was ok, the CPU usage was about 70-75%. When benchmarking with bad fps CPU never got past 55%. In both cases GPU usage was 99%. What could possibly limit the CPU usage in games? Also im leaning towards something CPU related cause both TW Warhammer and NBA2K are quite CPU bound, and they are the ones to get the greatest fps hit. Witcher 3, although generally a more demanding game, its more GPU bound and it lost less than 10 fps (about 7-8).

So does anybody got an idea? Im getting really desperated...

Seems to be gpu driver related. Which drivers are you using or did you use? I would leave the new Crimson drivers alone,don't get anything newer than the ~15.3 beta drivers.

Are the cores of the cpu "unparked"? Read about it and what to do if you suspect they aren't.

Hi Vic... I also thought in the beggining that it was a gpu driver issue.. When the problem first occured i think i installed the Crimson Edition 16.6.2 Hotfix WHQL driver. Currently i have the Crimson Edition 16.7.3 driver. But i dont think that is a gpu driver issue anymore, simply because i installed a lot of different drivers since and there was no difference at all. Also most importantly i did a clean reinstallation of Windows so i guess this also excludes any conflicting drivers issues or registry problems. As for the cores i just checked in the resource monitor of task manager. They are all working properly. I will do one last try and install again the 15.3 drivers though. Anyway thanks for your answer!

Still think it's software related since every time you went back to a certain restore point it all would work well again.

After the fresh install you updated windows as well? Maybe try again,rest the cmos as well before you go at it.I guess that you do have the latest bios ...
Wndows is set at max.performance? Maybe look at settings like this ...

Other thing might temp related,maybe not the parts like gpu+cpu,but the motherboards vrm that get's too hot.Can you play with the side panel off and put a table fan blowing at the pc?

Well the only updates i installed on Windows was the one necessary to install net framework 4.6... Aside from that no other updates. Also i have set the power plan to maximum performance (forgot to mention that).

Also wouldnt a clean reinstallation of Windows fix any registry errors, driver versions conflicting with each other, or virus infections? What esle software related error could it be?
I thought about the VRMs too, cause my motherboard is a cheap one, but on a second thought it seems unlikely. The performance doesnt degrade over time (something that would indicate thermal throttling), its low from the start. It isn't like : Start playing --> good performance --> VRMs start to heat up --> CPU throttles --> bad performance... Its more like: Start playing --> Bad performance --> me crying in the corner.
I want to remind you though, that when monitoring a benchmark in TW Warhammer, when the performance was good, my cpu usage was 70-75%. On the other hand now it barely goes over 50-55%. Does this gives you any ideas?

I'm still looking at it,but am abit puzzled. You're right installing windows again probablly will not make any difference since you already did that.
The only reason to mention it was to have a clean install and use the older driver right away with having no troubles because of previous ones for sure. Why only the one update?

Maybe you can look into the bios at cpu settings,make sure these are not limitting the cpu.Things like enabling turbo.

Other thing you could do is the next,maybe i'll find something in there.

You can open hwinfo32,after that open the sensor window by checking sensors only,
after that click run,then click at the bottom "Logging start" ,
after that choose a name and place for the log. like Hwinfolog at your desktop.Leave it open and do game/stresstest or whatever you do until a crash.The log will end at that point but will be saved.
After the restart upload the log to a site without to much crap (!),for instance dropbox,and leave a link to it here.
You could also look at the log yourself with either excel or libre office calc.

Im not sure if i got this one right, but are you asking if after the clean reinstallation of Windows, i installed the last "working" driver, and not the one that might have caused the problem? If thats what you are asking, after i had installed Windows, i also installed the latest amd driver, which was different than the one that might have caused the problems. Also since then i have also installed many different driver versions (all unistallations/installations were done with the Guru3d DDU tool).

As for the CPU settings in the BIOS, i have checked them twice. Both AMD Cool and Quiet and Turbo Mode are manually disabled (i have disabled turbo mode, because the voltage increase it causes, heats the CPU more than i would like, and anyway the performance boost is negligible). Btw i should say that the problem first occured while the PC was running (and not after turning it off and then on), and one time it recovered (excluding the time it recovered due to a system restore) it also recovered while running.

Also about the logs you suggest to send you, how am going to cause a crash since i dont crash while gaming, and my cpu is on stock clocks and voltages and could probably endure a prime95 stress test for ages???
