CPU overheating, reason?

Hey guys.
My CPU - Intel i5 4690k - was pretty much baking a few days ago since the heatsink was not tightened enough. The guy also changed the thermal paste, so everything should be ok now. Except it isn't
My idle temp when doing nothing but browsing net is ~70°C atm. When I load the PC a little bit, mostly by playing a certain game, it goes up to ~75°C and sometimes jumps above 80°C which is pretty bad already afaik...
Anyway, there should be not any software mistake. Heatsink just repaired. Air flow OK. Multiplier 8-40, core voltage 1.216 V.
I don't know what could it be now. The only that could be wrong is that there is 26°C in my room but that definetly shouldn't affect the temps so much.

Intel e97378, stock cpu cooler. There should not be anything wrong with it since, as I said, it's a few days it was repaired.

Bringing this thread up again. Got the entire PC case cleaned from the dust, everything is like new now, and still, temps are the exact same as before. I really expected it to make it at least a little bit better, but no change at all.
Also, I noticed having the PC case opened from one side helps a little bit (had it always off so far and when I tried to get it back again, temps hit even 87°C).
Could it be that crappy stock cooler I have? Should I purchase a different one instead? If so, what would you recommend? Please note I don't know anything at all about PC components, hopefully I won't get so much hate for such a lame question.
