Cannot check updates on new hard drive but old one can

I recently have been fixing up a HP Mini 110-3000 with Windows 7 Starter. The hard drive was failing so i replaced it with a new one. I tried to update windows but i keep getting an error telling me that windows update cannot check updates because the service is not running. I can do it on the old hard drive just fine and the new one was cloned from the old one. I did some research and find that the Intel Rapid Technology driver needed to be updated. So i went to Intel's website to download the driver and it got a error. Tried with Intel Driver Utility and it got a error too. I researched that and find that Net 4.5 was needed so i tried to install Net 4.5 and got a HRESULT 0x8000247 error. I gave up and did a system refresh from the system recovery. Guess what? After that I immediately go to windows updates and the same error. But old and new are fresh installs but only the old one can update and it has no updates installed because i didn't want the drive to get worse before I got the new drive. I've tried:
1. renaming the Software folder
2. deleting everything in Software folder
3. Restarting windows update, cryptographic, and BIT service
Does anyone have any idea what is going on?

Had to fully update windows and the drivers on the old one then clone the drive to the new one. I have never had to do that before, but if it happens again i know a possible solution.
