CPU Overheating Problem

I have had my computer for a little over two years. It was my first custom build and first gaming rig. Recently, (past few days) while even in idle or scrolling through Facebook the cpu cooler (corsair h100igtx) runs as if its under game load and most times freezes or powers off my pc. So I cleaned out the rad with duster, and even reapplied thermal paste. Everything is locked down right and she still overheats and more than often will randomly power off. I wanted to see if it was the CPU or the cooler so I unmounted it and had my finger in both the cpu and the cooler and the cpu jumped from cool to unbearably hot in seconds. Is there a chance that I need to replace my CPU, or what?

I thought maybe the pump in the h100I was shot and I that's the extent of it lol. amd fx9370 is the cpu
