You can safely move up to the 90W GTX 950 as long as your PSU has a 6-pin connector. And as long as you choose one that is stock speed and you don't OC it. Your PSU isn't good enough for an OC version.

That might be pushing it. It requires an 8-pin connector. Does you PSU have one? Or 2 x 6-pin that can be connected to the provided adapter? As long as you didn't OC it, you will probably be OK. Just be sure the length fits your case.
