You shouldn't get a cooler for an i5-6400, much less a liquid cooler.
You shouldn't buy two different kit's of ram. Buy one big kit, they work smoother and are guaranteed to work perfectly together. While 2 kits are not.
SSD's are much faster and will save you time on boot, personally think they're worth it.

Solution
As above, plus the motherboard is too much for the setup, you can save $50 and get a lower end H instead of a Z motherboard.
You don't really need 32 GB of RAM, just a single 16 GB kit would be fine, at least for now.

Use the savings to get a 500 GB or so solid state drive instead of just the WD Blue. Use the regular drive for storage, and you may want to get another internal or external drive for backups.

Just about the same price with a much faster hard drive and the operating system added. Plus the Motherboard has fancy LED lights :)
