*UPDATE*
[I have 2 WD blacks my question is should I still include my old/slower Hitachi drive as the target/export location? or am I better off just using the 2 hard drives that have the same speed?]

Where to put software, fast or slow drive?
I have 2 hard drives. 3 if you include my external. In my situation what would be the best setup due to their varying speeds or will the slowest drive be the bottleneck regardless of what I do?

1: 7200 RPM SATA 6 Gb/s 64MB Cache https://www.amazon.com/gp/product/B00FJRS6FU/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1
2: SATA 3.0Gbps 3.5 Hard Drive, 7200RPM, 16MB https://www.amazon.com/Hitachi-Deskstar-HDT721010SLA360-0A38016-Refurbished/dp/B0029LHVL4
3: WD 3TB My Book Desktop External Hard Drive - USB 3.0 https://www.amazon.com/Book-Desktop-External-Drive-WDBFJK0030HBK-NESN/dp/B00E3RH63A

My guess is
1: software/source files
2: output files

or

1: software
2: source
3: output

Software: windows 10/Vegas Pro 10
Source: .mp4 1080p/60fps
Projects: Typically 2 video tracks, 2 audio tracks, various less demanding sources (images etc)

Solution
If you can afford it, get a 250GB SSD (only $60 nowadays) and put the OS, software, and working folder in there.

If you must use this setup, 1 is your main drive, 2 is the target drive, and 3 is your backup after export
